The part that get me every time is when the President calls for volunteers to "hold the line one last time against the night".
And one pilot, beaten, exhausted, lost, gets up and staggers toward what is likely to be his last mission.
The dust in the room is unbearable.

These are interesting insights, but might be overstating the concerns around Sheridan somewhat. Consider that the ISA was put together in Sheridan's absence - he had no control over the how that negotiation worked out. We don't know what the process of selecting the President was, but given what we've seen of the deliberations of the B5 Council, if the worlds present felt they were not treated fairly or properly consulted, we would have heard something about it. As for the EA, they were invited to join after it's formation and could have made a different choice (although it is fair to say the consequences of another choice would have been far more disadvantageous to the EA, and that fly over by the White Star Fleet could have been considered intimidation). The real test of Democracy isn't in the first election. It's in the next election.

You are right, they didn't act alone. Where the pundits went wrong is in ignoring leadership, making choices and taking responsibility for your actions and their consequences. JMS once said about comparing Babylon 5 to Star Trek "We will bring our frailties to the stars with us." The fact that these people can't seem to even imagine the possibility of people acting on their best intentions and accepting the consequences is emblematic of that difference.

I think for Bester it may have some personal overtones, but it may come down to how he values Telepaths over non-Telepaths. Much like when politicians here in the US start with "The American People want X", I find myself wondering if they think the citizens who don't want X aren't Americans... or aren't people. I starting to think maybe Bester takes this attitude toward non-Telepaths.

It's a tricky situation, but Captain MacDougal (during the Liberation of Proxima 3 in 'No Retreat, No Surrender') said about following illegal orders, "You don't!". It's possible he wasn't complete with his answer, but given the surrounding discussion mentioned MacDougal being an ethics instructor at the EF Academy, I think if there were further expectations on EA officers, he would have mentioned them at that point.
