I do think in the case of Pakistan that the "innocent bystander" is not so innocent. By allowing some collateral damage we are disincentivizing giving aid and comfort. AKA you put up one of our enemies and its likely you get your entire family wacked. It has to be putting off more than a few potential supporter from providing a nice comfortable bed to our enemies.
