It is the distributor that starts the process of charging deposit. The grocer is the one who basically picks up the tab for the state of Oregon and it's recycle program on the bottle bill. This is why most grocers could care less if you bring your cans back to their store. You are taking up their space, their time and their money when you do so. Which in turn raises prices!! The grocery stores pay the deposit on the product as well. So there is a 0 profit margin on the deposit. The grocery stores are then required by law to take up their property and storage space and employee to recycle for the state of Oregon. The only people who make money on the deposit system are the suppliers. I.E. Coke and Pepsi as they are the ones who start the up charge. Retailers are not compensated for the space they have to use for the state of Oregon any way whatsoever.
