Watch old movies like NOrthside 777 with Jimmy Stewart. The prison scenes show a tough place and the prisoners tilling fields. No SODEXHO-Marriott or ARA-Mark doing the food service. I would suggest prison industries, but that puts the state in competition with private enterprise while not paying taxes or "living wage". Recreation? Then the developers added more shops, plastic and metal geegaws, enclosed it, added the food court, and the multi-screen theater. More than one predicted it would go the way of every enclosed mall, and it did. Within a year of the formal reopening, it was clusters of "youth" (can I call them youth?) started with the flashing of gang signs, yelling vulgar language from walkway to walkway, and changing their paths to bump into folks, hard, "by accident". I've not lived in Portland in many years, so am not sure, but I would lay odds that Lloyd Center has gone from good clothing stores and purveyors of nice merchandise to athletic shoe stores kiosks that sell brightly-colored trinkets and "accessories" like glitter-inlay cell phone covers; and dollar stores. I read recently that Lloyd Center no longer has any bookstores. I'd not be at all surprised to learn it is true.
