I don't like this figure either. It's not a Foot soldier to me. Not a Ninja Clan type figure. Reminds me more of a GI Joe if it was in scale.

I think a new head would have really made this figure special. I see just a repaint here with Imp and arm cannon as a pack-in. I would have paid more money to get a more deluxe release of this version of Hordak. Mattel dropped the ball here in my opinion.
