Carrying openly just makes you the 1st target for a bad guy to attack. Concealing your weapon (legally) preserves the element of surprise. BTW, I conceal carry with a permit. Marshall Dillon never drew his gun first, instead giving the outlaw a chance to surrender to the rule of law. But few did that, and when the outlaw inevitably drew his revolver, the Marshall always shot and killed him on the spot, and made everything in Dodge City safe again. Then (and only then) if the judge and/or jury decide that a monetary settlement is appropriate, then THAT would have been the time to settle on an amount and pay damages to the estate and family. I don't know the answer to this, but wonder if the mayor is even authorized to make a payment of this size without so much as a damages claim having been made? Does he need council authority or concurrence? Like I said, I don't know the answer, just asking the questions.
