Those people leaving opened up (to use this article's words) "promotional opportunities" for younger people to be promoted into those empty slots. The people moving up into the newly-vacated executive slots opened up slots for the people in the lower rungs to move up another level...and so forth. The system is literally backlogged if you look at this article. Companies aren't paying out like they used to, so their employees must stay actively employed versus retired, and statistically everyone gets stopped in their tracks. At the end, companies have to "trade" disgruntled employees as one gets fired or fed up and applies at the next place to be replaced by some other disgruntled employee from the "pool"...
