I do not agree that Hillary is Clueless as to the harm Cap and Trade will inflict on this nation. I truly believe she is 100% aware of the impact, but could care less. Washington senators, congresspeople, and the executive branch Do not give a Rats A$$ what impact this will have on the population as a whole. They are solely focussed on the benefits they personally can reap and the number of voters they can own. I now this sounds cynical.... but that is the impression they give me.
Your point of Lowest carbon emissions per Capita is 100% spot on. And that is only reflecting the estimated quantity of inhabitants in there country. That is a number that is completely unverifiable do to the large number of villages and remote regions.So many children are born in squalor in shantytowns and villages that are not recorded, the only numbers we have are the births that occured in hospitals. So the actual size of the Indian population compared to the reported number is staggering.
The scope of Obamas capacity lies solely in cheap magicians tricks. Campaign tactics re-employed whenever it starts to get a little difficult for him, and people start seeing through his false facade.
Divert the attention of the ignorant masses so that they do not see what is really happening around them.

I personally worked in New Delhi, Bombay and in China for years. Communting between Los Angeles and the manufacturing capitals in these nations. With my own eyes I have seen the filth that these countries spew into the rivers and the air with no regards to the environment. The Cheap little Tata cars that they make in India have the worse emmisions I have ever seen coming out of a moving vehicle. ANd The Filth they throw into there own rivers is unimaginable. They have been doing it for years, and they DO NOT give a **** about the environment or its impact. American Manufacturers and industry have been working dillegently for the last several decades improving the quality of there output. The USA Has NOTHING to apologize to these filty nations for. India and China are fully aware of the damage they have been inflicting on the planet for decades, it is of no importance to them. They are the ones who owe a huge apology to the world and there own people for destroying there own environments.
And while Americans Know that they want changes and better Healthcare, that in no way equates with approval of Obamas untested theoretical healthcare plan. The real question is of those 65% of Americans whom you say want change in Healthcare, How many of them understand and approve of Obamas plan? a far lower number than you are trying to portray.
The Majority of Americans are concerned with Healthcare and would like to see the current system corrected and bettered. Not to throw it into the garbage and start from scratch with a socialistic Experiment. The cost of overhauling and changing the current systems to match what Obummer wants is staggering.
I am sure there are Millions of Americans who would gladly let Ghana keep him, all to themselves.
Obama and company need to remember that they are setting a new precedent as to what future administrations will hold him accountable to.
