if it weren't for the "crikey" It wouldn't be related to Steve Irwin at all. It's definitely not an insult, but I don't think it's a 'tribute' either.
It's just observations on the behaviors of various Internet user stereotypes in the style of a safari.

animals naturally go for the 'neck'. The only advantage I see her helmet having would be for head-butting (being a barbarian that could be useful)
& parades & jousting are special events, it would be stupid to go into battle dressed like that.
