Some people plan for their futures and save for things before they make decisions they cannot take back. Your solution is not very well-thought out. If the gas company waits until March 1st, what incentive does the customer have to pay their bill? Then, when it gets cold again, the family is again without gas and an even larger gas bill that again, they cannot pay. Your suggestion creates another cycle of families stuck with a bill they cannot afford...it is just prolonged for a year. Ofcourse, then you will suggest these bills be forgiven or forgotten by the gas company. The gas company is a for-profit company and they do not make profits when people do not pay their bills.
