So, the firefghters were doing their jobs, they are protecting the homes which pay for the service whether it be through a tax or a fee. If the fire department were to respond and fight a fire that is outside of their coverage area then they open a huge liability risk if something were to happen inside of their area. Maybe its also due to the company making unauthorized modifications without applying or getting a permit to do so.(4 additional juice silos, 2 Office trailers, a boiler room added to the cold storage structure, etc...) Maybe it was because they were producing more juice than what their CUP allowed. (in 2005 they produced 1.45 million gallons and under the CUP in 2006 they were allowed to produce up to a maximum of 4.3 million gallons. However, in 2008 they were producing12.7 million gallons of juice, 8.4 million gallons more than what they were allowed to produce.) But, the company was granted a one year extention in 2008, then another 4 month extention in 2009, then yet another extention before they the planning commission finally denied the CUP.
