We will give our 11 votes to whoever gets the most votes nationwide. So, in the next election if the majority of people in the nation vote for the Republican it will not matter if 100% of people in Washington want the Democrat to win. Everyone else's vote in the nation will decide who I get to vote for. Since we are on the west coast I will know who my vote is going towards even before I get to cast my ballot. Under this law it is not the popluar vote in Washington, it is the popular vote in the USA. If there is a close election where one candidate asks for a recount then every state will have to recount their ballots and it will take 4 years to figure out who our next president it.
