Unless you are Acquisition Certified - your eyes will roll when you see the requirements that are required at the PEO/PM level.  In addition - Congress needs to keep its hands off of the procurement cycle as well as the services need to keep to the original design, make it as robust as possible for upgrades as well as ensuring the COR enforces the contract specifications for delivery, time and money. </description>

<description>The latest &amp;quot;Selected Acquisition Report&amp;quot; from the Defense Department is the most definitive data available on the costs for the F-22. The SAR shows a &amp;quot;Current Estimate&amp;quot; for the F-22 program in &amp;quot;Then-Year&amp;quot; dollars of $64.540 billion, which includes both R&amp;amp;D and procurement. That $64.5 billion has bought a grand total of 184 aircraft.  Do the arithmetic: $64.540/184 = $350.1. Total program unit price for one F-22, what approximates the &amp;quot;sticker price,&amp;quot; is $350 million per copy.   Now to put things into perspective - the ARNG at the beginning of October 2007 was $43B short of equipment (that&amp;#039;s stuff that we need immediately) - thats not replacement equipment - just equipment that is short such as SINCGARS, AN/PVS-14 NVGs, LMTVs and FMTVs etc...  That is not counting the accelerated wear out costs of replacement vehicles in SWA (literally 1 year of operation = 4 years of stateside operation) which have a obsolete wearout date of 20 years.  Hell yes kill the F-22.   </description>

<description>Actually the National Guard is an &amp;quot;organized&amp;quot; militia under the control of the Governor of each state.  This clause was to counter-balance the threat of a standing Army under the control of the King.  What you are trying to emphasize is the &amp;quot;unorganized militia&amp;quot;.  Frankly, if the unorganized militia was brought back - I would strongly support weapon bans.  Most people have little or no concept of a military organization or its structure.  To have a bunch of idiots with anything larger than a 22 is frankly dangerous.    </description>
