Or, perhaps some sort of "safe haven" law or better yet, a new system that would allow people like Mr. Cheng to call for help without automatically criminalizing his friend.

Portugal is a good example: http://www.huffingtonpost.com/2015/02/03/portugal...

The cost to build new residential housing in Boulder is already in the stratosphere. Such action will increase the already-significant entitlement risks that builders currently face in many instances, which will create additional upward pressure on home prices.

I'm not advocating one position or another vis-a-vis either of the charter amendments. I'm just noting the economic reality of such action. Nothing happens in a vacuum.

While I feel for the current occupants, who honestly may not even understand their contractual relationship with the MH park owner, a friend of mine who lives in a mobile home put it best when he described his place as, "disposable housing."

I completely agree with this approach. The populous needs to be educated about the way most panhandlers use their proceeds, and encouraged to instead donate the funds to organizations like Boulder County Cares. The fact is that the majority of money that is given to panhandlers will be used for drugs, alcohol and cigarettes. By donating to a legitimate organization whose mission is to help the homeless, those inclined to give can be reasonably certain that the money will be used prudently - while simultaneously discouraging panhandling.

How about this:

1) Discourage panhandling by refusing to give money to the homeless (Moosi's point). This is consistent with the message I received while attending a meeting with a Boulder County Cares representative. She said that it is not productive to give money to the homeless, as the majority of the funds are spent on drugs an alcohol. A better use of those funds is to donate to BCC or other institutions that support the homeless in our area.

2) To the extent it's possible, outlaw panhandling (Dunkterfunk's point).

3) Establish residency requirements for homeless services. For example, make services available to individuals who have resided in Boulder for at least a year. This would discourage homeless from coming to Boulder for services, while simultaneously assisting our native homeless population.

4) Aggressively enforce open container, public intoxication and public MMJ smoking laws on the streets and in the parks of Boulder.

I'm sure there are more, but this is a start, and I don't think these things disenfranchise the homeless in any way. Even a few simple things like these would seem to go a long way.

Wildspud - As an individual who has lives in a Landmarked home and has had the unfortunate pleasure of dealing with the Landmarks Board on several occasions, I cannot agree more fully with your assertions. It's unbelievable that individuals who do not own the home, live in the home, or pay for any improvements could exercise such control over what can and cannot be done, down to the smallest detail.

A word to the wise. If you are considering the purchase of a Landmarked property, think again. I'll never purchase another historic home in Boulder, which is a travesty, because I love older homes and I am a very responsible steward of the property. I'm just done with the arbitrary and capricious bureaucratic oversight.

Ferguson plead guilty to felony sexual assault. As a result, he will be required to register as a sex offender, most likely for the rest of his life. Additionally, his name, photo and conviction will be posted on the Boulder County web site as long as he's registered. If he moves, even if it's out of state, he will be required to register in his new locale. This is in addition to 20 years of supervised probation, which is no joke, and which he probably has to pay for.

Bottom line, he's done.

People can and do change. I don't see Tressel making the same mistake twice, and his track record at Youngstown State and Ohio State are impressive. I'd love to see CU give him a chance, and frankly, I think we'd be lucky to get him.

Call me naive, but why not design the facade such that this new building integrates more seamlessly with the older buildings on Pearl Street? In fact, if I'm not mistaken, the City actually required the developer to submit a design that was intentionally "out of sync" with the older buildings in the area. I'm no planner, I'm no historian and I'm not an architect, but from an aesthetic perspective, I just don't understand this requirement. Frankly, a beautifully-designed building that incorporates some older design elements would be appropriate in this space and also look much better than the proposed, modern design.
