He went by Cliff. He's been walking around Jonesboro, Ga for years wearing different costumes (Civil War, Uncle Sam.....) He has always been harmless. Some of the local authorities will be aware of him. I know of at least 3 fairly high ranking folks in the local police department who grew up with him too. Hopefully they can help sort it out.
