It could be structured so that it phases out as prices increase. Keeping gas at a more realistic (high) price will encourage Americans to drive less, take mass transit, and buy more fuel efficient cars. The will mean faster innovation of alternative energy and breaking our dependency on foreign oil. The proceeds could be used to fund the infrastructure improvements and tax credits for the development of greener alternative energy. Won't that discourage our entrepreneurs from taking the risks necessary to hire more workers and invest in more equipment?
