The reason there's no retail is retail is dying. Complaining there's no bookstore is like complaining there's no blacksmith - those businesses are gone. Placing retail there so 5 people in South Boulder can shop in it twice a year is not a viable business model. Having a bunch of empty storefronts serves no one.
