<description>I happen to work in the law enforcement field.  If what the Montgomery Co. Police Captain is saying is true, his officers cannot pursue criminal charges unless they personally witness the crime occurring?  People caught committing retail theft are often prosecuted based on CCTV evidence provided by retail stores.  Sports fans committing crimes during sporting events are often prosecuted based on video evidence.  Perhaps the SEIU represents his department?  Has anybody looked into that?  </description>
