I wouldn't doubt it. It seems the nation as a whole needs to. Only deranged people hurt animals, and to slap them with a tiny fine and a couple weeks in jail isn't giving much of a chance for forced rehabilitation (if that's even possible).

This teeny-bopper is pretty excited to be in the US. When he gets throw in jail here, he'll have square meals everyday, instruction, structure, TV. I would bet his life in a US prison is much preferable to life in his wretched homeland. Oh, and he doesn't have to pay a dime!
