Aside from the legal implications, the question of capability also arises. Ideally you want a vehicle that can defend itself during extraction in hostile environments, but hardware is heavy and every bit you add decreases the lift for other equipment such as medical/life support gear, how many wounded the ship can take off with etc.. It's not a cut and dry situation that absolutely needs to change so far as I know, but in general yes, I think the ships should pack heat if and when they can.
