The police and the writers of the law know all about the legal procedures for both based on prior case law. It's perverse to lay out legal concerns by positing "unlawful" and "unreasonable" searches and seizures as the likely outcome. It states that no state or local jurisdiction can retain any ordinances or instructions to peace officers that make it ilegal to enforce Federal immigration law.
