I like the idea but the irresponsible pitbull owners are the ones that really need to get their dogs spayed and neutered, and they could care less what their dog does that's why this breed has such bad rap. now lets also spay and neuter these irresponsible owners for Free because their offsprings will and do end up in lock up facilities
