Most likely this is all handled by L&I (Labor and Industries insurance for the uninitiated). L&I will pay for all the various aspects of this man's care, from his actual medical bills to eventually refitting a car so that he can drive. There's also a standard cash amount people are paid for loss of limbs or loss of use to some parts of their bodies. The cash payment varies with the body part and degree of loss of use. Boeing may have private insurance rather than L&I but the amount of cash paid is bound to be very close to L&I's amount. Neither amount will come close to actually compensating the man for his loss, but will be better than he would get if he lost his legs in another way, say skydiving (under normal insurance coverage).
