<description>Melissa,  The troops should not have to worry about their paychecks.  They did not have to in 1995 when the government shutdown during the Clinton Administration. Individual rights are protected in America.  Governor Walker is not taking away individual rights from anyone.  He is putting an end to a significant burden on the budget (funded by taxpayers) - collective bargaining by public employees.
