I think part of the resistance is cost. And if you find a stray dog like this you can't get it chipped at your local shelter. You'd have to have your Vet do it. Shelters only chip dogs they adopt out. But there are low cost micro-chip clinics which I have used at least once. Cheaper than the Vet.
