The City is in violation of State Law that prohibits the City from intervening in civil relationships "ie private party contracts" yet holds the exact perspective of a criminal : "it's not illegal so long as I don't get caught or you can't prove I did it". If CR wants to reduce crime they need to review the local Judicial System and ask why so many Judges just let those who are arrested out the next day.
