When my daughter spent a year in England in the 90's; she was dismayed about the questions students had that were thrown aside by the teacher because "it's not on the test". Everything they taught was with the goal of student assessment on the national tests. It only took us a few years to follow suit. Now, even in our small community, the teachers spend huge amounts of time on governement paperwork, assessments, and yes, they are teaching toward the tests. It all depends on who designs the tests and what they want to achieve.
