<description>I pay for myself and my family.  I take personal responsibility.  I help those who truly cannot afford to manage things.  What&amp;#039;s wrong with this attitude?  Why does the government have to be my big brother?  I don&amp;#039;t want them telling me what to do.  If I did, I&amp;#039;d move to an even more socialist country. </description>

<description>There has been damage to the library that exceeds 50% of the pre-flood value of the building.  If FEMA funds are to be used after that determination has been made, the library has to be moved or torn down and rebuilt on the same site.  That is why they can&amp;#039;t move back.  The idea of putting the library function on the second floor would be a good idea if the second floor was able to provide the space for all library services.  It was not. </description>
