While the background checks are probably good protocol, requiring the volunteers pay for the check is probably not... I would not volunteer my time AND money. If I am donating time already, asking me to pay a fee to prove that I am a good person is just a slap in my face. I'll say thanks, but no thanks.

It's innocuous. Decriminalize it and stop wasting police resources. It was criminalized for dubious reasons. Harry J Anslinger said some fantastic stuff like this...
