Community service for the boys and monetary restitution from the parents. Then maybe they will all learn the lesson. Obviously these boys were not taught respect of others and their property. This should be a lesson to all parents that their child's education begins at home!

Not only did he cheat his tenants, but then he walked around wearing the old clothes they left behind? Apparently he spent as much on his wardrobe as he did on the maintenance of his properties. Hope he looks good in the prison orange!

If these boys did do this, I think a fair amount of community service done along side of their parents might help to drive home the words responsibility and respect.

It is all about compromise and money. If the landlords do not want the crime-free provision, let it be voluntary yet charge them a higher fee for not including it in their leases. And if a landlord agrees to doing bi-annual inspections instead of every 5 years, then they will receive a discount on the fee. Keeps tighter reins on the "bad landlords/bad properties", lets those landlords who don't mind renting to criminals pay for the additional city services their properties are likely to incur, and lets those landlords who are honest, upfront, law-abiding citizens to receive a discount for their exceptional business conduct. Problem solved.
