The only way to improve total revenue is to let the economy grow. In order for the economy three things are needed- lower tax rates across the board, quit issuing new useless regulations, and for the government to stop being so pro-union they're trying to prevent companies from Boeing from building new plants. Oh, and it wouldn't hurt to make most of the 46% of people who don't pay taxes pay something. Everyone should have "skin in the game".
