Self - determination applies exclusively to non-self-governing territories. Scotland exercises her right via the Scottish and UK parliaments. As Ban Ki-Moon said in respect of Catalonia - Catalonia’s push for independence from Spain is illegitimate, as the region has not been recognized by the United Nations as a non-autonomous territory, UN Secretary-General Ban Ki-moon told Spanish media.
“When one speaks of self-determination, certain areas have been recognized by the United Nations as non-autonomous territories. But Catalonia does not fall into this category,” Ban said in an interview with Spanish newspapers El Pais, El Mundo, ABC and La Vanguardia.
Since the beginning of decolonization after World War II, the UN has considered “non-autonomous” those territories that are geographically separate and distinct ethnically and culturally from the country, which is administrating them.

The Spanish ploy is to insist that Gibraltar is decolonised then re-claim the territory under the terms stipulated in the Treaty of Utrecht: - Article X of the Treaty of Utrecht gives Spain a right of refusal over Gibraltar should the United Kingdom renounce sovereignty. And whether the United Kingdom recognizes that Article X of the Treaty of Utrecht is in full force affirming that Gibraltar has concluded its decolonization process would be tantamount to legal fraud that would impede Spain’s exercise of its historical rights over Gibraltar as recognized by the Treaty. I don't think the country could stand for another change of PM at this moment. Need to stick with May and as she says, she's going to get the best Brexit deal that she can for the UK. She needs to remind the EU that nothing is settled until a trade deal is done and that includes any money £. The country as a whole is seeing through Corbyn's Labour socialist utopia dream and this was evidenced at the local elections.

Spain believes that Gibraltar does not have the right to self-determination quoting territorial integrity. All the evidence suggests that they are wrong. What is the way forward for Catalonia? More autonomy as a region of Spain? Or will Spain allow them to debate and have an authorized independence referendum as per Scotland and Quebec? I believe that in respect of the latter Canada has said 'no' to any further referendums (they've had two).

At the moment self-determination only applies to ex-colonies. Although the Kosovo Advisory Opinion from the ICJ found that their declaration of independence from Serbia was 'not' illegal.

At this moment in time the right to self-determination is 'legally' given to non-self-governing territories like Gibraltar and not Catalonia. It is entirely up to the current Spanish government whether as to whether they grant Catalonia independence.

Fair to say that most people regard themselves as Centre Right, Centre or Centre Left. Corbyn's brand of Marxism is off the scale so why not take advantage? Especially when the LibDems are just slaves to the EU.
