<description>I agree. The problem I have is there is a lot of talk about helping auto manufactures and coal, oil fueled power plants to be energy efficiant. What about the homeowner? Out state energy tax rebate program  is a joke and with the federal help it would still cost $40k for solar to supply my $120k house. If  solar and wind are made cost efective so homeowners can afford it this will create jobs, help lower green house gas and increasing demand will lower equipment cost.  </description>
