<description>If and when public feedback is necessary, it will be asked for.  This has nothing to do with 1st Amendment rights and no one is paranoid.      City Council is elected by citizens to do the city&amp;#039;s work they are very aware of their duties and responsibilities. They don&amp;#039;t  need to be pestered by barking dogs (or monkeys), especially nuts who have strayed away from their home tree. </description>

<description>My guess would be that community based psychological services have not been offered to this um .  .   gentleman. If local evaluation services are not available, how about a nice two week vacation to Broughton Hospital? This nut needs some serious medication. He makes a great eye-catching headline for the Post though, so some would probably prefer him to stick around town. </description>
