I realize that Fox et al are motivated not to put that number in context, but: "If those 400 noncitizens had all voted in the state’s local elections in 2023, they would constitute just 0.02 percent of the electorate. If they voted in the 2024 presidential election, those 400 noncitizens would make up about 0.009 percent of the state’s overall vote totals."
