<description>Tarpon: according to Wikipedia, Mexican citizens are allowed to own guns, as long as they are not military grade. And that is the rub. The cartels got them and bribe the hell out of govt officials. If a citizen gets caught with a military grade weapon (which includes a .357 magnum) the laws are draconian.  </description>
