That they need to protect the sovereignty of the state and the rights of the people of their state FIRST..., then the people of the United States and lastly, to attend to the needs of non-citizens (people of the world). I included articles of the US Constitution (Ammendments I, IX & X) and also related sections of the NM Constitution affirming the same - emphasizing the rights of the individual, mine.
