Health care is globally a problem. In northern Europe health care is pretty much a government controlled service and it is government like incapable of providing adequate service for an affordable price. Central Europe including Germany is a bid better with a mixed system government supported for the less fortunate and private companies for the more fortunate. In most of Asia health care is even worst.

The PROBLEM based on global experience

- Low income citizens tend to not care unless they need it
- High income people don't need it but typically have it
- As soon as health care is "Generally Available For Everybody" it will be quickly abused
- Government provided health care is abused in two ways:
a) By people who just take advantage and are "always" ill
b) By the pharmaceutical industry who is now pushing even more products out
- A UNIQUE US problem
The pharmaceutical industry is pushing hard to "introduce" illness in order to sell drugs.
So there is the risk for a fast and superficial decision to provide health care to everybody, which nobody can pay for at the end.

Possible SOLUTIONS

1) Like this forum, let experts present and vote and have a second vote by the general public
2) Unlike Europe where health care is either government payed for the low income people and privately held insurance companies offer to cover a more "luxurious plan" we may consider a needs based plan:
a) Every immediate life threatening help is covered by a government plan
b) Every illness that may cause the ability to work (not the current job but any work) covered by a government plan
c) For any illness that causes pain or has long term life threatening risks 50% is paid by a government plan and the rest may be paid by any type of "Add On Insurance"
d) Every worker pays 7% of it's income for the government owned health care service
e) Every unemployed is exempt
f) further details need to be defined
3) Everybody gets access and is informed about add on insurance options
4) The pharmaceutical industry is no longer allowed to advertise, the same rules like the tobacco industry
5) For each year a person did not use any of the health care services, the person gets 10% cash back.
6) In independent and publicly known group will be adviser and controller of the health care operation and help ensure it is operating in the most effective way. The group is composed of 15% by the pharmaceutical industry, 15% by private health care companies, 15% government, 15% independent industry leader with no relations to the health care industry, 40% by independent people who care.
7) Hospitals and Doctors continue to have a free pricing schema. However certain methods or certain price levels my not be supported by the government ensured health care
8) The government operated health care organization shall NOT compete with private insurance companies. Simply because the result will be that the private insurance companies will quickly take the low risk and therefor more profitable clients while the high risk and expensive clients remain with the Government.
