I guess since it is legal, they wouldn&amp;#039;t need to steal to pay for the stuff still, right???  And Meth heads are always rational and non-violent.  So, they won&amp;#039;t hurt people if drugs are legal....  Whatever.  You are a tool. </description>

Almost all of the agencies around have their salaries listed on their websites.  It is public information. </description>

<description>Mr. Holsinger-  If the city is so strong and we are ready for growth, then why are we looking at contracting out our police services?  In the latest council meetings (regarding the budget), it is all doom and gloom.  Now you and Hansen are saying things are looking up.  Then, I guess we don&amp;#039;t need to get rid of the police department.    Except we all know that you and the council will continue to look at pushing for consolidation.  Holsinger wants to do it because he doesn&amp;#039;t like them.  Hansen wants to do it so he can run the show when he runs for Sheriff in a couple of years.  It would be nice if all of you gave your honest reasons as to why you want to get rid of the police department (since you are going back on your original reason in the article above)... </description>

<description>There is absolutely no reason to consolidate Orland PD with the Sheriffs Office.  The Sheriff&amp;#039;s Office can&amp;#039;t even take care of the responsibilities they have now.  Why would you want to get less police protection for a higher cost?  And for god sakes, there is no way Orland should even think about sharing the manager with Willows.  He has alienated too many business owners in Willows.  Lets not make Orland&amp;#039;s business climate worse than Willows. </description>

<description>Mossy -  Get on your little computer and look up the California Penal Code.  Section #503 (Embezzlement) is the fraudulent appropriation of property (money) to a person entrusted.  It is a felony of public funds of U.S., State, county, or city.  There is nothing in there regarding &amp;quot;paying it back&amp;quot; or &amp;quot;intending to pay it back&amp;quot;.  It is the taking and using of money (or property) that is not yours.  I don&amp;#039;t want to see Chief Carr hung out to dry.  I want the law to be enforced on her as it would on everyone else.  Embezzlement and stealing are two different things.  So, I will return the &amp;quot;moron&amp;quot; sign to you and let you wear it appropriately. </description>

<description>It doesn&amp;#039;t matter if she is a woman or man, the color of her skin, her religion, or any other bias.  She committed a felony while on duty, period.  She should not be back as a police officer or a police supervisor.  She should have been fired.  The rank-and-file will never come around.  She has lost their trust and I am not sure how any of the citizens of Orland can trust her now either.  If a citizen did this to his/her employer, that citizen would be facing charges (if the employer reported the crime).  This is a absolute disgrace. </description>

<description>I think you need to read my posting again.  I have never said that I work with Holsinger on a daily basis.  I am not saying I was a former city council person either.  There are different interpretations of Holsinger&amp;#039;s apology.  If Holsinger was your boss and he said under sworn testimony (NOT OPINION) that he believes he is being targeted by his own police officers, then it would directly effect you.  And, no I am not saying I am an officer either (before you jump to conclusions).  I am saying that as manager of the City of Willows, he should not have said that without backing up his claim.  If he has evidence, give it up (instead of casting some doubt on your own employee&amp;#039;s job performance for your own personal gain).  I don&amp;#039;t care about who he keeps company with, where he hangs out at, or any of that c r a p.  The city needs to do the evaluation correctly and get back to business.  Nothing is going to happen to him.  Once the evaluation is done, Willows needs to brace for big changes... </description>

<description>Having been involved in the evaluation process previously, I know that it is routine for a letter such as this to be attached to an evaluation.  Also, letters of support (like Mr. Murray&amp;#039;s) would be attached as well.  You might think the vote of no confidence is crap.  However, you and I aren&amp;#039;t working with Holsinger on a daily basis.  Could it be that there are other problems going on that aren&amp;#039;t hitting the press??  You might want to read Holsinger&amp;#039;s &amp;quot;apology&amp;quot; again also.  He apologized for his choice of words, not for what he did and the consequences of his actions.  Again, I don&amp;#039;t care either way about his evaluation.  I know that it will be completed and the city will move towards consolidation.  And he will continue to sit there and collect over $90,000 per year for a city of 6,000 residents.  Whatever.... </description>

In fact, they can even state they disagree with it.  Either way, it is attached (like it should be since the incident happened during his evaluation period) and everyone can move the heck on.  Its not like it will really matter anyway.  The Council will keep their drinking buddy and the cop shop will get sent packing to the Sheriffs Office.   </description>

It doesn&amp;#039;t matter if she used it for an hour, day, week, month, etc.  I agree that nothing good would come from charging her criminally.  However, there is no way she should return to her position.  How can she ever be trusted with an entire city&amp;#039;s police budget again?  How could any of the officers ever look to her for leadership again?  And, how can she hold any of her officers accountable for any improper actions if she is committing felonies while in the course of her job.  I applaud that she owned up to her poor judgement.  But, she shouldn&amp;#039;t be allowed to go back to the police department. </description>

If any department &amp;quot;targets&amp;quot; someone for an act that is not illegal, it is a sign of corruption.  He doesn&amp;#039;t have to say it, it is implied in those words.  When you are on the stand you can&amp;#039;t give hearsay evidence, which is what he tried to do by stating that he was &amp;quot;told this information by someone&amp;quot;.  When you are on the stand you can&amp;#039;t have a confidential source because the attorney&amp;#039;s have the right to cross-examine all witnesses.  If there were only one or two officers on for that time of shift, they certainly couldn&amp;#039;t get all the &amp;quot;sloshed&amp;quot; people that left the bar or Blues and Brews event.  She made a mistake by driving while intoxicated, was caught, and is being punished for it now.  Everyone in this mess needs to move on, period. </description>

How about the BART cop Meshrle???  Sentenced for manslaughter, no longer a cop, and the civil suit is pending.  Public servants are held accountable professionally constantly.  The interesting thing is that since they are &amp;quot;personnel matters&amp;quot;, none of it is made public (unless the officer talks about it - which rarely happens).  I think you are one of the many Conspiracy Theorists who tend to believe anything that the media or internet spits out.  Remember - it isn&amp;#039;t always true if it is in print or on TV....  </description>
