I live in Sao Paulo and I have an iPhone 4 AT&A firmware 4.0 working with Claro and I had the same problem this morning. What I did and worked is a update my Cydia, left my 3G On and the Data On too then I did a hard reset holding the power and home button at the same time. After that I'm able to make and receive calls, but my data is not working in 3G only in wifi. I.m waiting for some help here too. Good luck.
