Commendations/medals and other special recognition much of the time involves how much time you spend brown-nosing the senior enlisted in the command (if you are enlisted). I was promised a Navy Commendation Medal if I would volunteer to take over a division (I got it). These awards/medals count as points when going up for promotion. Once in a while the right guy gets the right recognition. But the guys deserving the most recognition never get it because they do not have enough time in the day to include brown nosing higher ups. They are too busy quietly doing their jobs to the best of their ability.
