Being Swiss, I have to correct you on a few points. Firstly, Appenzell Innerrhoden is definitely Catholic, if not the most Catholic canton in the country. Appenzell Ausserrhoden, on the other hand, is Protestant, which is why both of them split up. Secondly, a successful referendum would need the support of 12 cantons, not 14. That’s because 6 cantons are officially treated as “half-cantons”, namely both Appenzells, Nidwalden, Obwalden, Basel-Land and Basel-Stadt. However, this “double-majority”, a majority of both cantons and people, is only required for constitutional amendments. The pending legislation concerning marriage is not a constitutional amendment, and therefore only a “simple majority” (i.e. people) is required.

Updates from Panama:

The Supreme Court heard arguments on the two marriage cases this summer. It's still unclear when the decision will be announced. The plaintiffs are being represented by a prominent gay Panamanian lawyer, Iván Chanis Barahona, and by a lawyer from Morgan & Morgan, Panama's largest law firm. Chanis said he's optimistic about a positive decision. Evan Wolfson and LGBT groups from Argentina and Costa Rica all filed amicus briefs in support. Hopefully, we can soon add Panama to the list of countries with marriage equality.

Switzerland:
Voters in the canton of Zurich in Switzerland will be voting on 27 November on a anti-gay marriage initiative. The initiative, proposed by the ultra conservative anti-gay Federal Democratic Union, seeks to change the definition of marriage in the Constitution of Zurich to man-woman instead of the current gender-neutral one. The cantonal Parliament reject it in June this year, 110-52, with only the conservative Swiss People's Party and the FDU supporting it. Even the christian and evangelical parties oppose it. But the FDU had enough signatures to force a referendum. Zurich is very liberal so I doubt it will pass. http://360.ch/blog/magazine/2016/11/zurich-sappre...

Switzerland:
Looks like the campaign to force a referendum on the adoption bill will likely not succeed in collecting the necessary 50,000 signatures. Only 22,000 signatures have been collected. And the delay is October 6, meaning opponents have two weeks to collect 28,000 signatures. (They collected 22,000 in a little over two months) While it looks very unlikely that a referendum will take place, it is not impossible. http://360.ch/blog/magazine/2016/09/ca-sent-le-ro...

"All of these states with the exception of Montana still have these laws in the books."

If I'm not mistaken Arkansas, Missouri and Virginia also changed their laws.

Puente de Ixtla voted in favor today. Tetecala, Mazatepec and Coatlán del Río are going to vote today as well. In Coatlan, the vote is expected to be very close. Today is the last day of the municipalities to vote.
