Many have hypothesized that this is due to an "additive" that is commonly being mixed with jet fuel the last 4-5 years. When I was a kid, apart from an occasional "sky-writer", jets never left cris-crossing chem-trails patterns across the sky. Now, on clear days, I see this routinely. It could be that this initiative is already well underway and articles like this are meant to prep us for a time when it becomes fully disclosed to us (for our own good, of course). Hypothetically speaking, there is indeed some scientific merit to this in terms of such a practice deflecting harmful ultraviolet rays away from earth's population. However, such chemicals ingested daily over time would lead to (and may in fact already be leading to) a vastly worse outcome for humanity. Don't believe the hype.
