I wouldn't say that TNA was consistently great. 2009 was a really bad year when you look back at the storylines and how everything played out.

I think the bigger concerns there is weather. It's not uncommon for there to be snow during the first weekend of April in Chicago. And Philly, while not as much of a snow risk, is still at risk of cold weather, which makes it uncomfortable for fans.

Problem is that there are a limited number of places that can host Wrestlemania at this point, especially with them being in large stadiums. It needs to be an indoor arena and it needs to have a good international airport to support traveling fans. This pretty much excludes any outdoor venue in the northern part of the US. After Wrestlemania 29, they must have decided that an outdoor venue that far north wasn't worth the risk.

I think the difference is that the whole "Oh you didn't know" thing fit them as heels because the NAO were loud, cocky, and arrogant, plus in the subsequent promos, they could easily talk down the crowd. At this point, the big swing is purely a face move and if you are trying to get a guy over as a heel, you don't want him to be using a move that gets him cheered.
