You are very wrong and I am perplexed at what law you're referring to. I was annexed into the city 7 years ago, in 2006. I still have a septic and a well, no city services at all except forced trash removal. That's it. I also have a chip and seal street, and no street lights. Of course, Hemlke indeed promised all of these, (in spite of what you think), but none of them have been delivered.

We got this through the tip-line yesterday. "Q. Dixie also said that the officer arresting him was racist and the he (Dixie) hated white cops. Harsh words for a fellow who stands in judgement of white police officers. As to the allegations of no probable cause, that is BS. There was no lack of probable cause for the arrest. This type of arrest happens every week and usually boils down to "he said, she said," but that hasn't stopped Richards and her minions from charging a person, trying them, and convicting them. A fair amount of criminal cases are like this. Don't let them fool you."
