Because when Obamacare passed, they stopped producing them altogether while their lawyers went over the bill to see how it affected them, and then decided it was okay to produce them, just not give them to hospitals. That way, they could say they were baby items, not health care items, and not have to worry about the regulations. So the affecting 15% of the population part is wrong, since insurance rates went up 9% last year alone. The democrats claimed rates would drop as soon as their bill passed... If they wait 60 days, then people aren't going to be going to Netflix because they remember that particular film and want to watch it, they will be going for any film in general, and the movie will have to compete against the entire Netflix library.
