It is a fiberglass tube loaded with an 80mm rocket, it is non reloadable and becomes a section of pipe So, unless the officer in the picture is comfortable waving an anti armor rocket around (which in the building they appear to be standing, would severly damage the building and kill or maim everyone in the room) I must assume that the AT-4 has already been expended and the "launcher" is merely not truely a weapon but is now merely a hollow tube. In the video there is an AT4 which is held by the cop and the one standing on end is an M72A2 LAW, both expended. So congratulations to Mayor Villaraigosa, you just blew hard earned tax payers money to get a piece of waterpipe off the street, but you did get a good PR snap out of it.
