Because why should I invest in the character if she's just instantly happy? Because someone else in the show likes them? By that logic Scrappy Doo is a great character. Twilight offering her friendship to Stralight is great for TWILIGHT'S character, not Starlight's. Having Starlight go through emotional struggles allows people to connect with her character. I mean why not just have Twilight and company always be super happy? Because then there is no story, no reason to watch the characters or see them react and empathize with them.

It was handed out to her because STARLIGHT didn't work for it, she didn't do anything to earn it, she just go a happy ending with no effort or consequences for her actions. The Mane 6 offering it to her is freaking saintly and says leagues about the Mane 6, NOT STARLIGHT. And once again, with all the other villains mentioned, yes they were given a chance to be friends with other but that didn't mean that everything was fixed that all their problems were solved. They had to work to get others on their side and WIN trust back, not just be handed it.

That wasn't a celebration for her return, that was one of celebration for the defeat of Nightmare Moon and the return of the ~~King~~ Celestia. And like you said it was brief. We got to see her get the wreath and that's it. We didn't have a 10 minute sequences where we focused on her at all. She was just there and then vanished.
