matkpg, you seem confused between ISA and OSA. OSA is not a preventive law!

Also ever heard of the phrase "With great power comes great responsibility" ? People who abuse their power should not have such power. It has nothing to do with how literate or advance a nation is, it is about how their leaders abuse their power. Just like a gun, if you misuse it you shouldn't have one.
