I agree with Tim that following a tightly articulated strategic plan is crucial to the success of the agency and the City. This becomes even more critical if the animal is going to change its spots. The current plan, which I had discussed in February, should be revisited:

Please note, most of the recommendations by an objective financial analyst are the same recommendations I have been urging. I don't know why the Recorder would implore me to consider these initiatives when I've been vocally advocating for these actions for months, in some cases years.
